Your latest submission was reviewed but unfortunately it had too many issues so we didn't select it. It didn't have kerning which was necessary. It also had an metrics issues (ascender/descender not set correctly) and the design was generally inconsistent. You can of course submit your font again if you fix these issues and it will be reviewed again if you do.

There is no general rule on how you can use "free for personal use" fonts. You didn't mention a specific one, so we can't help you there anyway. Contact the font maker.

Emails are sent when there are technical issues that prevent a font from being uploaded. In your situation, the characters are inconsistent in terms of weight. There is also no kerning or spacing in your font. The characters are not aligned properly on the baseline. If you can fix these issues, you can feel free to submit it for review once again.

Well the problem is that the spacing and kerning need a lot of improvement unfortunately. Kerning classes are also not used properly. I would recommend dropping the kerning classes in your situation - or only putting similar shaped letters together - and reading more about the spacing/kerning issue here: http://designwithfontforge.com/en-US/Spacing_Metrics_and_Kerning.html
