Minor differences in Denver, but which has a matching semi-compressed width.
Looks like it might have been made with rubber stamp letters based on DeVinne Roman.
A similar variation of DeVinne Roman -- with top and bottom spurs on _E_ -- exists in digital form under the name Tedlo Roman NF.
For a closer match compress the width.

Heaven Gate is good for the _C_ and _M_ which are also found in Billy Argel's new font, Heaven Matters, which also has a matching lower case. The star for the _i_ is custom.
p.s. This stumped me so I produced an excerpt and asked in MyFonts forum. Tecnotronic pointed me in the right direction. Amazing font ID skills.

Still looking for a matching _r_. Closest I found so far is Bickham Script but it would need editing
Looks like Englische Schoolbook Joined with a different _r_ -- note that the rhs vertical stroke is thicker than the vertical strokes in the other letters. The image also shows that the first _a_ and _l_ are modified so that the lhs matches the _a_ and _l_ in the companion font Englische Schreibschrift Regular.
Still looking for a matching _r_.

AFAIK this is not a font.
A chancery style font could be adapted to make a substitute.
For example, Google Tangerine. Note: This is NOT THE FONT in the emblem, merely somewhat similar.

Oops! Didn't read the question and suggested a font for RISE UP. Anyway, FWIIW it was perhaps made by horizontally expanding Tungsten Narrow Black to the same width as Tungsten Black -- which would produce the relatively thin diagonal on _S_ and the greater contrast between vertical and horizontal strokes. Also later looked at Compacta but had problems editing it to produce the relatively thin diagonal on _S_.

This custom lettered in a fashionable heavy gaspipe style from the era, except for the _S_ which is a rare variation.
