Some similarities to Girga.
Serif at apex of _W_ would have to be clipped and stencil lines cut for a result closer than Kaine.
Jonathan Hill's Kane has similar letter shapes and a stencil version, but the cuts are in different places.
If you made your own cuts on the plain font the result would be close to _WWII_.
A condensed version was sold by Broderbund in ClickArt Fonts v5-2009 as Flat Brush Thin Normal.
No legitimate download.
Various other widths and names, including Marlin and Bodacious.

Difficult say with 100% at this scale but I would agree with Compacta -- bold with width slightly expanded by the user.
Jackie, I did look at Busso LC in Fontlab and noted that the LC _s_ is different.
Also counter in _r_ is different.

United Sans Condensed has chamfered counters and serifed _I_ but _CHIRAQ_ has box counters and plain _I_.
However it could be edited to match. Note: needs additional horizontal compression.
p.s. I tried tinkering with United Sans and found that while it could probably be edited to match, there was no simple method to do this.
If have not found this style of tail on _Q_ on other fonts, so I don't have an alternative to propose.
p.s.
My main observation is that _CHIRAQ_ is a compressed version of rather heavier letters. Note the reverse contrast: Horizontal strokes are much thicker than vertical ones and the chamfer cuts are deeper on the vertical strokes than on the horizontal ones.
Undo the compression and you get something more or less like:
So, what font would be a fair match for the pre-compression letters?

Perhaps a modified Chalet Paris 1970 and/or Chalet London 1970.
The_s_ is fairly close as is.
Rotate the _e_ counterclockwise and clip the tip.
Clip 20 or 30% from the rhs of _c_
Clip the tail off of _t_ and square the bottom.
Narrow the _n_.
Rub out the the dot on _i_.
The result would be close but not a 100% match.
For this predigital _180_ the closest for _8_ and _0_ is perhaps Banque Gothique RR Light. Width would need to be adjusted.

I did not spot a font with these letters.

The letters have many differences to these fonts.
The _M_ of Akrobat Black, a free font from Font Fabric, is almost a 100% match. The _N_ is also very close.
