http://www.sheaff-ephemera.com/list/extreme_typography_album/boston_albany_railroad.html
as from circa 1900. Sorry but I think you'll be lucky to find a font.
EDITORIAL is league-gothic
A&S Signwriter. Slight mod to the 'h' and the 'y'
Looks like league-gothic with an inline effect to me. (Easy done with a graphic style in Illustrator)
or here on dafont, Ultra Condensed Sans Serif by Manfred Klein
Hotfoot looks like 2 fonts:
LHF Convecta

for the HTFT (Convecta Base)
Horizontal scale applied.

Rawson & Evans from letterhead fonts with some slight modifications.
Whiskey is Motlow Caps, doh, pipped at the post
Not perfect, but not a million miles off.
Def hand drawn/engraved but there are specialists out there recreating fonts from the 'gaslight' era, notably Letterhead Fonts
http://www.letterheadfonts.com/fonts/styles/late1800s.php
http://www.letterheadfonts.com/fonts/styles/early1900s.php
Should be able to find something to please the client if not match the billhead, exactly but at a cost.
