Letter forms seem to match
Sackers Italian Script. Weight seem a little heavy though. Possibly as a result of bleed in the print process?
This appears to be a custom font made for the television station and isn't commercially available.

Sorry, but the serifs of the Y join into a solid bar on Neobulitin, so in my mind, that's not really even close. That's why I hit, Bad response. I'll be a bit more sensitive in future.

Looks Like a couple of the decorative glyphs from Bickham script (see glyph 1702 as a start point) sat on top of each other, but to be 100% you would have to post something a bit clearer.
