The drawn out lines are similar to fonts like Freie Initialen but AFAIK no retail matching font exists.
Presumably the tour organizers used a lettering artist to make the poster.

Author of Libero also created Winner. Plain -- no 3d effect -- with many widths and weights.
Check it and you should find a match, or very close approximation of the numbers, with corresponding alphabet.
The sports numbers from Italy 1990 are presumably pre-digital.
Given that they were used on T-shirts of the German team they are perhaps the source used by the creator of Libero, a German font maker.
The only noticeable design differences are the serifs on _4_ and _7_.
It would be interesting to find out who originally designed the letters.
Perhaps created in contact/press on format, a process used by Letraset and other font makers of the late pre-digital era.
Intertype's derivative of Futura, sold as Vogue, had the clipped tips on _A_, _N_ and _V_ as alternates.
It has recently been digitized as Intervogue.
Closest so far, except for the _G_.
So far have not found the metal type match to the sans serif.
However, it is obviously a variation of Futura Medium, available in various digital versions from major foundries

Metal type, perhaps from Intertype -- a lower price competitor to Linotype.
The main title _GREEN BOOK_ is a derivative of Memphis designed by Rudolf Wolf at the Stempel foundry in Frankfurt, Germany in 1929.
Intertype's Cairo Bold is one of these derivative fonts. As you can see from the following Intertype specimen, all letters are close, except for _G_ which as a bottom serif, and the leg on _R_:

Intertype had many fonts and another one might be a match.
Very few Intertype fonts are available in digital form.
Agree Marion Bold is close.
Main difference is different style leg on _R_

Looks like a metal type era version of a Scotch Modern typeface.
AFAIK there is no exact digital match.
Escrow Text, bold or semi-bold, could be used as a substitute

Princetown designed in 1981 for Esselte-Letraset is the earliest use of this style that I found.
p.s. Allstar is an identical clone of Princetown.

Allstar, already suggested, is close, but fill is too thick.
Jersey Letters is also close. Fill is about the right thickness.
