Hoosier Daddy is another substitute for _REFERENCE_. Also too heavy.
For the engraved shadow effect in _REFERENCE_ Sutro Shaded Primary would work, except that it is too heavy.
Caslon Open Face is yet another substitute for_COMPARATIVE HEIGHTS_
Perhaps the closest of my suggestions.
FF Acanthus Open is another substitute for_COMPARATIVE HEIGHTS_

Academy Engraved is another substitute for_COMPARATIVE HEIGHTS_

The engraved shading treatment for_COMPARATIVE HEIGHTS_ is in the style of Barclay Open, which is similar but not a match.
Everything is engraved.
The Italic is in the style of Kursivschrift Liegend by German Cartographic Design
Minor differences.
good find

No matching font, but the lettering was a trademark filed in 1959

The trademark image is small but it shows the correct features for parts of your image that are ambiguous, such as the connection between _c_ and _r_ and the bottom tip of _f_
