You are welcome. I don't know what the heading is in -- however, I did notice the two esses were not the same.
You are showing us a sheet of monogram letters. I don't think this one is an actual font, but a hobby transfer letter sheet. If you are looking for monograms many do exist, perhaps one will be what you'd really want.
I normally hit up Harold's Fonts, as he has a collection located here:

and spending money? Then you may be interested in the assortment on MyFonts
https://www.myfonts.com/search/monograms/ It looks like someone modified Latin Elongated to come up with this title. OPTIFonts had one that I feel was the closest but it is no longer available online. The best direction I can point you in is Latin.
I have a suspicion that this is not a font. If however, you don't need it exact, maybe this one could be a quick substitute.

The original Eclat that was out way before there was a Creampuff did have the alternate "r" -- I even wrote to ITC to let them know they had someone out there ripping off their font. They replied they only had the one font to distribute, and therefore could do nothing about Creampuff. (Those are not the exact words, but close. I no longer have the correspondence.)

Those are close Don. But have you checked out Dan X. Solo's Celebration -- especially the "e"? I'm looking for a copy - the one on myfont is by RMU - and the e is not correct.

The 23 looks like some type of Garamond - that was stroked to make look heavier. Closest I've seen is the SoftMaker rip off.
