Harold's Fonts took Publicity Gothic (which has ridges) and smooth it out making it Pub Smooth

You are welcome. I don't know what the heading is in -- however, I did notice the two esses were not the same.
You are showing us a sheet of monogram letters. I don't think this one is an actual font, but a hobby transfer letter sheet. If you are looking for monograms many do exist, perhaps one will be what you'd really want.

and spending money? Then you may be interested in the assortment on MyFonts
https://www.myfonts.com/search/monograms/ It looks like someone modified Latin Elongated to come up with this title. OPTIFonts had one that I feel was the closest but it is no longer available online. The best direction I can point you in is Latin.
I have a suspicion that this is not a font. If however, you don't need it exact, maybe this one could be a quick substitute.
