It looks like it might have started out in life as United Forces, before it became old and wrinkled.

The S is the same distortion as the one in Ocean Six. The R is the same shape, and the T has the same right-hand side distortion. The A could be an inverted V. I wonder if the designer made alternative letters?

The letters appear to be the same as Crystal Italic or TS Quartz Medium Italic, with the dissection lines filled in. You can sort of see in the corners where they missed.
