I don't know about small font, but pixel, bitmap (https://www.dafont.com/bitmap.php) fonts may work for embroidery.

Some of my favorites are:

I searched for "pailletten font" and "sequin font" and found glitter fonts instead, https://www.dafont.com/glitter-font.font ... Do you want a font for placing paillettes or do you want font that looks like it is made up of paillettes?

DaFontsterz are you asking about modifying a few characters and putting them on a poster for personal use, creating a font from scratch that is only loosely inspired by the existing font, or are you planning on taking a few character from a font, modifying them and publishing them as a new font? ... it makes a big difference.

This sounds like something dependent on the license agreement. I like using fonts with the SIL Open Font License, Version 1.1. These are found in "Public domain / GPL / OFL". This is a hard read, but once you understand it, there are many fonts that use the same license agreement.
I guess it also depends on how closely they resemble the original font.

My guess is that Cartoon was originally intended for bold rounded fonts like those that appear in children's animated cartoons like:
https://www.dafont.com/unicorn-pop.font
and Comic was intended for sharp, often slanted fonts like those that appear in action comic books:
https://www.dafont.com/adventure.font
but I don't see this division when I look at the fonts in these categories.

On the DaFont Website, you can can choose a theme for your logo's font by clicking on Themes and then clicking on one of the themes (by guess is Horror). Then you can type the text of your logo (FeaR) in the Preview window. You can click on Submit.

You may want refine the search by clicking on some of the other search options and clicking Submit (I like to click on More options and then the box by 100% Free before clicking on Submit.)

You should still contact the creator/copyright owner. Permission to use a fond generally depends on how you are going to use it.

DaFont, please reject the font that I submitted called Parched. After I submitted it, I found a different font online with the same name. I have renamed my font and resubmitted it.



It takes a while because the font are reviewed for errors and usage rights. I guess just wait until you see new fonts on this site, if your font isn't among the new fonts, then ask why it wasn't accepted.
