It's actually not. Just like it's not illgeal to make fake money for film or theatre. You do have to change it a bit. Make the size a little big or smaller. Put VOID or change the picture a bit. Stuff like that. But that's how all the films like Bourne do it. Or theatre productions like Catch Me If You Can.
