Good folks over at myfonts.com found it for me. Ironically it is available here on dafont.

When doing a google search for the Brendel Informatik GmbH you get a number of articles talking about how they were sued for font forgeries.
Utopia is listed as one of the fonts on a cd that they were sued for. I didn't read all thoroughly, so not sure if that specific font was at issue, but it is on one of the cds that Fontshop sued them for.

I can find no usable links to a font like this called "utopia". All utopia fonts are basic serif "newspaper" style fonts.

The Eagle link above provides no link to the font it references. And looking at the character map on the eagle site it is exactly like the treefrog font.

Looks like a slightly modified version of treefrog.
