The upper portion is Times Regular and the lower portion is Times Bold, my friend.

The lower font is just Helvetica Condensed. But, yeah I'm sure that whole banner is in Helvetica; you can always tell when there are capital 'R's and 'G's. Otherwise I have a hard time telling between Helvetica Condensed and Franklin Gothic.
