I think I figured it out.
You start with TT Drugs Bold
Modifications made in illustrator/affinity designer:
~30% vertical scale reduction
Add equilateral triangles as the serif
Straighten the back angle on the "E" to 90 deg.
Scale down the hole in the "A" and shift down.
"S" and "C" took a little work.
