F-Engrave seems like the best solution for your needs. The Hershey stick fonts are designed for single-line engraving, so you may not need to create a new TTF/OTF font from scratch. It would be interesting to see whether you can import your custom glyphs into F-Engrave or convert them into a compatible CXF font. That could save you a lot of time compared with building a traditional font.
