Yes, it's Plaza, but slightly compressed (note the non-perfect-circle 'O') and with rounded ends on the strokes. I can't find any that are an exact match. It may have been graphically enhanced/modified, but I don't know of any technique that would round the ends other than manually tweaking each one.

Appears to be a unique creation.

Scriptorium's 'Aerobrush' is also very similar.

The 2011 New Zealand script was created only as a logo, for use in its entirety or, where space is limited, an alternate logo with just NZ 2011. The sans serif font is a bespoke (made to order) proprietary font named RWC (for Rugby World Cup). It is not publicly available, but can be seen used at the rugbyworldcup.com site.
