4 different Rs, , 3 different Os, 3 different Ns,... probably not a font.
Give 2 bottles of Jack Daniels to any tattoo artist, turn off the light, and they'll be able to write like this.

Balzack is, as you say in its description, made of "Imperfect letters".
This is not the case of Muttaqin. All Muttaqin letters are clean.
Seems that Muttaqin was probably inspired by Balzak, but is not a copy.
Balzack font file was not used to create Muttaqin.
As you can see, this is not what you call a copy.
Muttaqin is cleaner, and even the shapes are different:
