This artwork could perhaps have started as Bodoni D Black from URW or EF Bodoni No. 1 Black. They are the same font, so my comments apply to both.
Moderate compression of width. Ear clipped from _g_.
Swashes. Mirroring.

French Script by Monotype, a digital revival of a Stephenson Blake metal typeface created in 1905 as a version of the common French scripts of the nineteenth century.
Leg on _R_ looks really awkward and does not harmonize with the other letters.
If this is a recent redraft of the seal it could perhaps be based on a font, rather than custom lettering, but I did not find an exact match.
Beaufort is a passable substitute, with the exception of the leg on _R_, but it is NOT THE FONT.

Custom lettering.
Renault Bold could approximate the letters if it was expanded in width and the rhs of _A_ mirrored and overlapped on the lhs of _A_. Paste a serif on the lower rhs of _N_
