I think this was Glass Gauge that the designer outlined it and then used the outline version as a drop shadow. I'm sorry, URW is no longer producing and the remains of their library are on myfonts - but they didn't include Glass Gauge. Therefore, I cannot find you a legitimate link.

With the two Os being different, it may not be a font - it could be if it has alternate Os. If you just want something close, take a look at Barosaki Script.
