Duc De Berry may be fine for the lower case - but you'd need to find some Swashy Caps... I doubt a font exists - most likely England had a designer on staff... lol

It looks like ITC Avant Garde with parts filled in.
PS - there use to be a font called Reboard - that someone filled in the holes... it was removed a long time ago...
