We can't give you a free download, but we can give you a similar one. My suggestion would be Lucida Sans/Lucida Grande.

I have no idea what you are talking about. Fonts come in a compressed .ttf just extract the zip and install it.

Microsoft always uses Segoe. I'm not sure where you can download the actual "Segoe" but Segoe UI is almost exact and should be bundled with Vista or 7 so you should have it.
