The ampersand (&) is from a different font, maybe Franklin Bold

This seems to be a bold variation on Algerian Condensed with additional swash.
It's possible some sign maker had this variation and called it Archer. But Archer is now the name of a Hoefler slab serif that has no connection to this font.
The bottom line has been condensed somewhat.
