Might you have a better sample - one that we can see?
None of the 4 E letters match, I'd say not a font.
There are 3 different fonts here. Which one?
COMP appears to be Gill Sans Bold.
The 2 lighter"O" letters could be Gill Sand Reg, and the M TIVE could be Gill Sans Italic with a mod to the E.

As no repeated letters match, I'd say it's not a font.
