Perhaps created by making an outline version of Helvetica Rounded, or a slightly narrower similar font, and cutting gaps for a neon effect.

This shape of _E_ is an alternate in the pro version.
This logo for a religious almanac is probably not a font.
The style of the lettering can be called curveless rigid connected script.
Compare to several fonts, including Scriptonite -- a free demo is available here at Dafont -- Millie and Haltrix.
None of these are the source of the logo.
Minor differences in repeating letters, including a possible ligature of _th_, imply hand lettered.
Agree Mephisto uses a version of Washington's uppercase. Unfortunately it does not include a lowercase.
@claude Worcester/Webster look derived from Washington. Dan X. Solo's digital Webster would work as a good approximation of _Maison Clément_. A little lighter & assorted differences in detail such as the _r_, but all in all a good find

Apparently originally cut by Gustav Schroeder at Central Type Foundry as Washington, a wider version of his Lafayette and Jefferson.
AFAIK not made into digital fonts.

Perhaps inspired by works of the Russian Constructivists of the 1920s and 30s, Rodchenko, Stenberg etc.
Ignoring the curving of tops and bottoms to frame the graphic, I have not seen a font with this combination of angled leg for _R_, vertical leg for _K_, vertical sides and raised chevron mid-stroke for _W_ etc.

Looks like a monument maker's pattern font. AFAIK, no match in a digital font.
A few fonts, like Beaufort, have similar flared tiny serifs. It could be used to approximate this alphabet, but IT IS NOT A MATCH.
