The font is Marvin, a dry transfer (rub-on) font and was included in both Letraset and Mecanorma catalogs. There are many digitizations from several commercial foundries under different names. As for freely available, Marvin Visions is the best one. It is a commercial font but there is a free variable font version
The font is EFL Mind, which is used as the common player name and number font in the English Football League for the 2018/2019 season. Since it is a proprietary font, only clubs in the English Football League can use the font.

The font is not available for download from that URL and it is stated there that you need to contact the site admin. Also the font is flagged as commercial.
I do not know who did that font but it might have been derived from Ninja by Dan X. Solo, which is bundled with the 24-font Grunge Display Fonts published by Dover Publications.

That's the font used by AS Roma for the player's name and number on the home and away kits for the 2018/2019 season. It is a custom font for the exclusive use of AS Roma -
