I think it's from Ghostscript Nimbus Sans L Bold.
You can get a decent version of it called TeX Gyre Heros from the LaTeX font archive.

If you're looking for a fully commercial solution try URW++ Nimbus Sans Bold
"Something Similar" would be any Helvetica clone.

Your sample just reminded me of a cross between Lucida Handwriting and some of Peter Wiegel's fonts. Peter Wiegel accepts donations but does not require them.

Main title and author might be different typeface, look at lower case t, but I think they are different fonts in the same typeface.

I looked for embedded fonts in that sample, too.
But when you found no width vectors that made me think: "Maybe it's an AutoCAD font."
It is called NewPlex.
Based on the Run-Of-The-Mill Simplex.
You can get most AutoDesk fonts by installing a demo of AutoCAD, though licensing will be tricky if using for commercial purposes without buying product.

This is standard lettering for phenolic labels, used everywhere for industrial applications.
Some codes (IFSC, etc.) specify "Arial or similar font (Non-Bold)." (This font is not Arial.)

After looking at 3400 handwriting font samples (Thanks, JerseyG! :-) ) the closest I could find is Macopah.
It's similar, not exact.
