Always difficult to interpret a negative image that is fuzzy. I saw it as the Ultra weight, while you saw the Bold. It's really rather ambiguous.

I doubt that this is a font. Repeating letters are all different.
It is a very Art Nouveau interpretation -- lush flowing curves -- of the Tuscan style i.e. split or mustache terminals. Possible tags for substitutes: Tuscan, Art Nouveau, circus, psychedelic.
