Looks like they just erased a bit of the v
looks like ITC Lubalin Graph with slightly rounded edges. Not an exact match, Q is different.
You may also want to look at the Luga font family.
But according to the wiki article you got the picture from, this font is called CN Bold and is "spun-off" from a font called ITC Porky's Graph Std. (which I could not find)
