The fill shown in light grey reminds me of Cabernet JF Italic, which is a derived from of a font by William Caslon in the 18th century called Caslon Graphique http://myfonts.us/td-opuqJG

There are differences, particularly the smoothed more vertical stroke of the diagonal of _S_

Lynchburg is very similar, but does not have the medial spurs shown in _GUILTY PARTIES_

Noting the overlap effect, I am not convinced that this is a font rather than lettering.
