http://www.dafont.com/fr/theme.php?cat=401&page=2&fpp=50&text=Ysewyn+Welsh+Cobs It's not a font.
All the "e" and the two "p" are different.
It's handwork.

when downloading a font
What font ?
The rights to use a font are depending of the licence that the othor place on it. Some are free, some are free for a personal use, some are donationware, etc.

Use "Times New Roman Bold". It's a standard font of Windows.
... and good luck for the future of your country.

... or Algerian standard, include in the fonts pack of MS Office.

i can't bye a font in my country
Why ?

I think that the "medium" version is closer than the "light".
... but perhaps Arial Black Italic for "urban".

I think the right font is "Visitor"....
True.
But be carefull to use : the "R" and "I" are the lowercase letters.
Exemple :

http://www.fonts.com/findfonts/SearchPage.htm?kid=Helvetica%20Neue
http://www.linotype.com/fr/53453/linotypeunivers420condensedregular-police.html
... etc ...
Except for the "M", Caviar Dreams is very close.

Congratulation for this identification ! It's not easy.
I think it's not possible to find one closer.
