Shutterstock calls this "Neon Blue Light Alphabet Vector Font" meaning that it was produced in a format like eps that can be used in programs like Illustrator. It does not seem to be currently available for sale. This title and the image ID of 283745342 reaches only a 404 at Shutterstock.
I found nothing closer in regular font formats like otf & ttf, than the font suggested by Heron2001.

ITC Cushing does not have Detroit serifs, but is otherwise very similar to AERO EASTERN MOTOR OIL.

Looks like originals were made by a milling machine, which creates a monoline stroke with rounded ends, rather than direct application of a common font.
