Does anyone have any idea on how to do anything like this I need to know ASAP!

It will be besser for you to put this question on a forum of PhotoShop (or other graphic editor) users.
For the font, it's a classic Times New Roman Bold (vith the second "H" enlarged").

The inside colour will be done as a pattern overlay which can be found on the 'fx' menu. For the outline it may possibly be a stroke with a gradient which again can be found in the 'fx' menu
