Lower half of _S_ reminds me of Billhead 1890. http://www.letterheadfonts.com/fonts/billhead.php The rest of the letters are NOT A MATCH.

The OPTI fonts are usually low quality versions of actual fonts. 'OPTI Grant Rustic' looks like a version of 'Refugio' by Nick Curtis (or a better digitalisation from he same source)
