You are quite right. To be fair, Flare Serif is also a knock off of Albertus I believe (Someone will, I'm sure clarify this) but I can't find a 'Kosher' download/point of sale for Albertus Black/Extra bold.

Sample is both small and distorted, but, since the 'A' has a flat top, I don't think it can be Albertus (all the versions I'm aware of have a pointed 'A' in all weights) although, It coul possibly be modified to create the logo.

I'm 100% sure you are right. The inline is going to be either fx (offset fill) or an internal stroke. The only problematic glyph is the 'N', but it would be a 30 second job to fix it to match the sample.
It's an alternate. Cut and paste this 'Beach Breeze' with Pistilli Roman set as your font and the alternate & will miraculously appear. (To my shame, I have no idea what the keyboard combi is to access it
)
You can also try Character viewer in Mac OS X, Use a third party font manager like FontExplorer X to copy and paste special characters or if you use Illustrator or Indesign, use the Glyphs palette to insert special characters.
