Logo lettering which seem to be inspired by the flag serif font called Dynamo, designed by K. Sommer and originally published by Ludwig & Mayer in 1930. Digital versions of Dynamo from several foundries.

This is not a font but, rather, lettering based on the tiny serif idea in fonts such as Copperplate Gothic http://www.myfonts.com/fonts/linotype/copperplate-gothic/ with the serifs pulled outwards to varying degrees.
The closest font in this genre is Modesto Poster

However, being in a good mood, I will answer your question.
These letters are derived from a famous font by Paul Renner for Bauer foundry in the 1920s called Futura Display. Sold in digital form by several foundries. The first _E_ is an edited lower case _e_. The _R_ is edited to change the leg to a straight version.

Ginza Narrow HeavyOblique has a skeleton that could indeed be modified to make _FANATARAS_ but the modifications would have to include shifting the waistline upwards to match the middle stroke on _S_, a thickening of all strokes, sharp corners at all terminals to replace the rounded strokes of Ginza Narrow HeavyOblique, sharp tips for the diagonal of _N_ and cutting the bowl of _R_ where it meets the vertical.
I wonder if there is a monoline squared font that already has this?

The creased effect might be lettering applied to an existing font. Note the two versions of _A_

Amsi Pro Cond Black would match _BUON COMPLEANNO_ except that itdoes not have the vertical section on _O_ and the bowls of _B_ and _P_ and is a little too wide.

Perhaps a variation of Akzidenz-Grotesk Medium. The digital versions such as http://www.myfonts.com/fonts/berthold/akzidenz-grotesk-bq/ do not match exactly

IAEA now uses Helvetica Neue for subheadings. See for example IAEA annual report which has embedded fonts https://www.iaea.org/publications/reports/annual-report-2014
However, the font shown in the IAEA logo in your image does not match Helvetica Neue http://www.myfonts.com/fonts/linotype/neue-helvetica/ or the older version of Helvetica.

I had treated the numbers as a separate issue from the word _MILES_ but I can see some argument for fonts that have the matching word, which are well represented by the selection suggested by Heron2001.

If you are interested in approximations for your vintage speedometer, then Eunoia would indeed be a candidate.
If I had to pick a substitute, I would go with Spire, created by Sol Hess in 1938. The speedometer numbers are hiding inside and could be revealed with minor editing. If you can't edit a font, Spire Regular still has the same vibe as your speedometer numbers.

Bullet by House Industries is similar.
Clip the tails on _e_ and _y_ and paste the tail from _e_ on _t_ and it would be pretty close.

To make a substitute you could edit Serpentine Sans Bold Oblique by increasing the slope and making the thin vertical strokes on _A_, _N_ and _U_ as thick as thick vertical stroke on _U_. Also drop the center stroke on _A_ to the baseline and thin the middle horizontal stroke on _S_ to match the top and bottom strokes.
