I'd like to know if I can submit a font that I created using two already existing fonts and what settings I should use during submission. Thanks.

It depends on the context. If you're using fonts that allow this kind of derivative work or if you got permission from the authors to create derivative work, then it might be ok. If you don't have permission to do so, then it's definitely not ok.
