Can this font be modified and used for commercial use without paying for it?

hello, i'm about to download, but am unable to donate. when i click the "donate now" button a page opens saying "something doesn't look right, Your payment to this merchant can’t be completed using PayPal. Choose another way to pay." so the button doesn't seem to work - please let me know if there's a way to donate via paypal/venmo directly.
