you need a font creation software such as Fontlab, Fontcreator, ... A list is available in the Software section: http://www.dafont.com/soft.php#3

For fontlab, create a new document in Illustrator size of an A4 in portrait.
Put each caracter on a layer and resize them to fit the size of the document.
Then open Fontlab, create a new font, Copy an paste each caracter from illustrator to fontlab.
This is the easy step, next you'll need to learn how to use Fontlab to get a working font (Learn how to kern font, Set ascender or descender, ...) there is some books available in english that deals with this subject, i suggest you to buy and read one before begining to get familiar with terms and tools available in this software.

In my view it means : use the font freely if you do not make money thanks to it.
Once again it's very subjective and someone could tell you the opposite.
Notice that if you use the font on a template you do not have the right to include the font file for download without the consent of the author.
