Yes, that is the Coat of arms of Croatia, But what is that HR doing there? We know about the United Kingdom of Hungary and Croatia, but that was in the times of the Renaissance Kingdoms.

HR stands for Hrvatska (eng. Croatia). Anyway, do you know what font is this (black numbers and letters ofc)? I can't find any info about this, it's like this font is classified or something.

Most probably not the real thing but give it a try. The zero is the capital letter O.

Targa is very similar to this one. If no one suggests more font types in 24h, I will then agree with this one. Thanks for the suggested font.

You know that the font used for HR on this plate is not the correct one?

I'm making a number plate which has only numbers. The font on number plate used by law enforcement in Croatia is same.
