I would say that the text in lowercase is Helvetica (https://www.myfonts.com/search/helvetica/) while the data in capitals is in Din (https://www.myfonts.com/search/din/)

I Think that's not DIN because look at "E" in United States

You are right. Also the M is different (in DIN the sides are vertical, not slanted).

Now that I look closer, I see that the M in 'America' is different from the M in 'Rasmussen' or 'Mar'

I don't know. The numbers are clearly as in DIN. Perhaps is another adaptation of this font (there are many). You have to take into accout that governments use custom fonts to avoid forgeries.
