I think it's not a font : the thickness of the lines is the same for the big and the small letter. For a real font, the thinkness is proportional with the size of the font.

It may very well be a sketch for a proposal for a new or old logo for hairtec international. These guys have an interesting website, all the newsitems that scroll by are lorum ipsum. I wonder if they ever look at their own site
