I couldn't find anything like this the other day when I went looking for it.
However, if you are up to a substitute - Balloon Drop Shadow - manually back slanted so it is up straight - and a few lines erased, might do the trick for PART. http://myfonts.us/td-7v1Ayl
And something like the heaviest weight of Vag Rounded - outlined manually - for the 09

Apologies for bumping this old thread, but it's for the sake of anyone else who ends up here looking for this font. The font is one Nintendo used in the classic (pre-2002) Kirby games, and there's a fanmade lookalike that can be found here:
