Oostende - looks like Old English, but the did not use the capital O - they used the lowercase and manually expanded it. Then the word was manually extended.
I agree with Heron2001, they took the lower case *o* for the capital *O* and the whole word was stretched.
But in my opinion, *Old London* was the origin, what do you think?

Old London serifs are different from OP's, but it's quite similar

Indeed it's lowercase O and manually expanded. But it's not Old English nor Old London. Although Old London comes very close.
Still not the font, but maybe the serifs are closer here
