Font in old photo

I realize the image is blurry (it comes from a very very old photograph), but I'm designing a t-shirt for the hose company's 125th anniversary and they requested this font and wording on the shirts.

It reads "Bureau of Fire, DuBois, PA"

It just needs to be close.

Blurry? I can't even tell you any other font close to that Search in Google for better image.

Seeing as we're a small town and we were provided this photo by the hose company, that's about as good as I can get it. I apologize for the quality of the photo but I do appreciate the feedback from claudeserieux.
