I have been looking online and found no information that properly answered my question, I have even written to Creative Commons, but couldn't understand the answer I got. So I hope someone can please clarify this for me.

When using a font that says it is free for personal use, does that mean we can use a font on a personal webpage without making reference to it?

That should be fine, yes, so long as you're not collecting fees, etc. on your web site, nor are you re-releasing the font through the site.
