Is the "&" custom?

Good question ... and no, it isn't

Google fonts often go through some redesign from one version to the next. The Poppins version currently available for
download on google is version 4.

Your example -- in particular the '&' -- looks like version 1, which is still available at 1001fonts.com. I've updated the link,
above. (If you've already installed Poppins, make sure to uninstall the old ones before reinstalling the new ones.)
