I know some fonts say nothing, some say 'free for personal use', and some simply say 'free.' If they say free, are they available for commercial use? For example, I wanted to use this font in a commercial capacity:

I know a donation is encouraged for these types of fonts, but I want to make sure that with a donation (or without), the font if free for commercial use.
Also, can I change it in any way? For example, if I want to get rid of the lines that extend downwards, is that okay, as long as I don't change the original .ttf files?
