I believe this was handlettered back in the day. You can take something like LeArchitect and run it through different filters till you get the desired look.

I agree it's handlettered.
As a substitute that you can use without modification you can try Alan Birch's Rubber Stamp
Not quite jagged enough, but close enough for most scary clowns.

Top Secret is also close enough for most scary clowns, and free. You have to delete the framing bars from top and bottom
