Are the letters from clothing?
Anyway, I didn't spot an exact match with a font.
Closest overall could perhaps be Hessian.

This style of lettering with the split ends of terminals is called Tuscan, or sometimes fishtail. There have been many variations since it first became popular in the mid 19th century.
It would be possible to make a full alphabet to match the letters in your image by modifying Hessian, but we have no way of knowing if this is what the designer of these letters actually did. Seems just as easy to draw an alphabet from scratch.
